Dynamic billing rules

Tenant-configurable period billing: full price, pro-rata, or free depending on when a member joins.
A period (quarter, semester, half-year, year, etc.) can be split into windows. A tenant can set the early part of a period to full price, an in-between part to pro-rata (calculated by percentage or day-price), and the late part to free, so a member who signs up late in a quarter can get the rest of that period free if the tenant sets it up. This is the flexibility the semantic/smart billing schedules give you, configured per tenant per tier.
